Falling enrollment, underutilized buildings, rising costs, and eroding public trust rarely respect the lines on an org chart. Miller Associates provides consulting and temporary Chief of Staff services so district leaders can address the crisis cross-functionally — without losing focus on everything else.
Start a Conversation How We HelpMany school districts face a rapidly worsening, complex crisis that includes weak academic performance, falling enrollment and revenue, underutilized buildings, rapidly increasing operating costs, and eroding public trust.
In a traditional functional structure, the only executive whose job is to manage the system as a whole is the superintendent — and they simply don’t have enough time to devote to resolving the crisis.
Sustained academic improvement and financial health require solutions that cut across facilities, finance, enrollment, and governance — developed and delivered together, not in separate silos.
Susan Miller has spent nearly a decade and a half immersed in K-12 governance and strategy — four years as an elected school board director through one of Jeffco’s most turbulent stretches (a sudden superintendent resignation, interim, and search for a permanent replacement, COVID, a financial crisis, and the closure of 21 schools in a single year), and nine years consulting to districts nationwide on enrollment, operating cost, and facility issues. That hands-on experience is backed by an earlier career in municipal investment banking, giving her a financial fluency most K-12 advisors don’t bring to the table.
